As between an individual and the government, each individual is responsible for his or her own income. The government, however, is responsible for the health of the overall economy as a whole. Often, the government must address issues concerning the economy as a whole in a manner that impacts individuals' incomes.

The individual of course is responsible for their income. The government is responsible for properly managing the taxes that are paid by the individual.

America is (or at least used to be) the country of self-determination. That's why millions and millions of people flock here. So the individual is responsible for their income - and their entire life. The government is not supposed to be responsible for any one individual life.
