I think, Rome. Too bad Carthage lost the Punic Wars, and too bad the Visigoths didn't do to Rome what Rome did to Carthage.

Not sure any of the long-ago nations had the capacity to do damage, that we have found in more recent times.

- I think in the older eras, we read a lot about the wars, but most people in those nations lived their lives apart from the hue & cry. No one writes their stories, but the vast majority of humankind lived rural or semi-rural lives, far from the reach of city centers of Rome, Carthage, Sparta, etc.

- my vote would be the USSR. They were too accustomed to tyranny via the Tsars, and the socialist government that replaced them held more people in poverty and chains, as well as genocide than any nation in history - millions killed in the Ukraine, millions in the Gulag, millions in Poland in WWII, and millions in puppet states such as Cambodia, Cuba, Yugoslavia. In the 70 years of socialist rule, the rest of the world made amazing advances in healthcare, overall material well-being, nutrition, science etc. The soviet republics went backwards, except for the limited advances they made stealing secrets from the West, for the benefit of a very limited few at the top.

- 2nd vote would be Germany the "sick man of Europe" for over a century. Complicit in how many wars from the late 1700's through WWII; millions of Jewish people murdered, millions of Poles murdered, many other ethnicities . . .
