He lost his license about 4 yrs ago, and he thinks he has to go back to MI to get it restored, before he can get a legal one in Nevada. Anyone know anything about this issue?

I think he has two options--he can go back to Michigan and get his license reinstated and then transfer it to Nevada. Or, he can apply for a license in Nevada, taking the driving and written test. The Nevada application may ask if he ever has had a license revoked in another jurisdiction. He should answer truthfully and then will have to see what Nevada does in such a situation. I suggest an anonymous (i.e. he doesn't advise them of his name) call to the motor vehicle people in Nevada to see what they advise in terms of the appropriate course of action.

In most cases, if his license is *eligible* for reinstatement, he can reinstate the license by mail. He would need to contact the Michigan DMV to determine if his license may be reinstated in Michigan, and what the requirements are for that. Once his Michigan license is reinstated, he can apply for a Nevada driver's license.

Most states are members of the Interstate Driver's License Compact and the Non Resident Violator Compacts This means that if a person is suspended in one state, they will be suspended in all other states, and at the very least, will be unable to get a license in any other state.

For specifics on whether Nevada is a member of these and what the options are if he is unable to obtain a Michigan license, he should contact a Nevada attorney.

Normally, a driver does not lose his license forever - rather Michigan revoked the license for a certain period of time.
If the period of revocation was five years, he can not apply for a valid license in any other State for another year. If the period of revocation was three years, he can apply for a new license in the Michigan or any other State because the suspension is no longer in effect.
