I see people driving blind all the time

most atm machines have drive up access but you can also walk up to them. this is why they have writing in brail. most ada laws also require a detectable warning ( the patch of bumps near a wheel chair ramp at entrances to stores) so that the blind know where the entrance is and that the pavement slopes down. Even though most blind people go to the atm and go shopping with others they have the right to do these things on there own.

The law requires it to help handicap people (passengers of vehicles)

"Drive-up ATM buttons are marked with braille because federal regulations require it. To be specific, section 4.34.4 of the ADA Accessibility Guidelines for Buildings and Facilities (Appendix to Part 1191, 36 CFR Chapter XI, issued pursuant to the Americans with Disabilities Act of 1990) says, "Instructions and all information for use [of an automated teller machine] shall be made accessible to and independently usable by persons with vision impairments." Drive-up ATMs, unlike the walk-up variety, don't need to be wheelchair accessible, but the rules make no exception regarding accessibility by the blind."

Because they are standard models - they ALL have braille so that if a keypad goes to the wrong ATM it can still be used. Besides, what if it's the passenger in the back that needs the money?

And hit CHECK SPELLING - that's not how you spell "braille".
