Loreal H.I.P (high intesity pigments) their colors are amazing they have really bright colors. you can buy this brand at target for a good price

Loreal has a new line of really bright colors - very vibrant like you are looking for. I know Beyonce is the face for that line - I've seen her pics w/the makeup on a number of times.

Rimmel! It's my fave. They have super colors that will get you noticed. Or Revlon cream eyeshadow. I use that too. They have some really funky colors! I use a salmon/orange-y color. I have pretty tan skin and it shows up and looks fab. You should try it!

If you're willing to spend slightly more money, MAC has great eyeshadow in a variety of colors.

Loreal H.I.P. Their lipsticks and eyeshadows look amazing on darker skin, and they are pigmented to give the most color possible.

MAC definitely!!!!!!!!!!
A little more expensive but worth it.
Highly pigmented colors and such a variety of colors!!
It's my fave!!!
