Try adding entertainment, or do things to foster a "community". People are so isolated now, they crave a place to have a "community". You can do this in many ways, I don't have to list them. Mostly, be real with people. Don't be "professional", be real. Expect an uphill battle though with this one. I have lived in CT for some 3 years now, and these people are RESERVED. It's nearly impossible to crack their shell, and when you do, there's just more reserve. They are as cold and hard as the many rocks in the soil. I don't think it's too much different in MA, you're right nearby. A good start though is having friendly waitstaff. If you provide superior customer service, with a smile, and a happy, cheerful, genuine attitude, then you will be ahead of the game as far as customer service goes in New England. These people (by & large) are horribly rude- a customer asks for something, and gets a grunt in return, and an attitude like they are being inconvenienced by the customer. It's starting to get better though, I think. More people are moving here from other parts of the country, bringing in better concepts, and making it possible for those of us that aren't from here to actually have other people to talk to.
I'd also say try adding webcams and free wi-fi, but that is not applicable really to a restaurant setting. Those things are more suited to coffeehouse type setting, where people are able to sit for a few hours.

I don't know what kind of methods you have used, but if you are in the boonies one thing that is very helpful to drawing attention is having your ads on the big roadside billboards. Maybe even television commercials.
I am not sure what else to tell you. Maybe when you advertise have promotional offers and show a menu showing some of what you sell as well as the prices.
Have pictures of your staff.

Good food and pleasing atmosphere only remains when people visit it. and the most important is to let the people know that the place is there. First of all do the advertisement. do something that the the people know about ur eating place. put big hoardings or anything where the eyes of people may go and they come to know about ur eating place. then just see the magic. people will come but its ur duty to make the people know that u r there at the respective place. ok hope u understand

In the Netherlands it was found out by scientific research that you get more tips when you repeat loudly the order of the customer.
This mirroring or imitating the other person (which we do more or less all the time) is a bonding mechanism. By repeating the order the customer knows he is heard which is a form of having a bond.
Maybe this helps?

You could try a direct mail campaign with great copy, and maybe include some examples of items you have on the menu. Mail it out to 500 houses/businesses in your zip code. You could also include a coupon or special limited time offer for coming in.
You could also try sponsoring a local event.
Good luck!

Where are you in Fall River? I used to live in New Bedford! Hey have you tried advertising in the Standard Times? Here's their website. They also have a bulletin board that you could post an announcement on. http://www.s-t.com

Friendly but attractive servers. It is said we 1st eat with our eyes that can also go for the servers. The food can be great but if they look gross server that is. I probably wouldn't make a point of going back. No bald toothless servers.
