up towards the knee keeps you from missing any and make sure you take short strokes so that you don't have some all the way and some not and if you have never shaved before your hairs are baby fine and you will need to do short strokes if not you are barely going to get any of them

Upwards toward the knee. You have a better grip on the razor and more control over the amount of pressure you use.

never shave your legs down. you shave against the way the hair grows, so up towards the knee. otherwise you'll be shaving your leg forever trying to get the hair off and irritating your skin, and it will never be smooth. please use a real razor like gillette and some shaving gel, and be careful. you sound like a shaving rooky. or just avoid the whole mess and try that veet.
