What drivers would you accept/reject to participate in the races and what rule changes would there be?

Get rid of the bloody restrictor plates and just let them loose at Daytona and Talladega. As far as drivers, I sure wouldn't miss Robby Gordon or the Bush brothers if they went away.

Abandon the ovals, race on road courses and fit the cars with Formula 1 engines.
All championships should be replaced by races with up to 110 cars starting, each in a different class.
Formula 1 and ChampCar cars might be in a class, Le Mans cars in another and nascar should be in another class. I bet you anything that in around 10 laps the Formula 1 cars will lap all the nascar cars.

All bumping allowed and encouaged. Obstacles like oil slicks and spikes pop out ramdomly and you could also equip cars with oil slicks and smoke screens ala Mario Kart and Spy Hunter.
As it is Nascar sucks hard unless you wear no shirt with a cowboy hat and think your sister is hot.

dump the restrictor plates...more points for finishing in the top 10...if they need to green/white/checker take all the cars that are not on the lead lap off the track...smaller fuel cells at the bigger tracks...bring back the race at the ROCK..

THERE SHOULD BE A RULE TO LIMIT THE NUMBER OF "BUSCH WACKERS" THAT RUN THE BUSCH RACES.GOOD RACING TEAMS DON'T ATTEMPT THE RACES BECUSE THE CUPDRIVERS ARE TAKING THE SPOTS.THIS WILL CHANGE WHEN ONE OF THE BIG NAMES IS KILLED OR INJURED TO THE POINT HE HAS TO STOP RACING.
