hhhmm. Congratulation is a noun (act) expressing joy or acknowledging the good fortune of another. I'm going with Condolence because it's expressed sympathy to another experiencing the sorrow/bad luck.

Commiseration may not have anything to do with another person....it's just the feeling or expression of pity or sorrow. Seem more solo.
