The higher the humidity the more moisture in the air. The more moisture in the air the more likely it is to rain. 100 percent means the rain's got to came because it can't hold any more moisture.

When we meteorologist give a forecast for the percentage of a chance of rain, we base this on spatial coverage over an area. If it looks like there will be an area with very widely spaced showers, we'll give it 10%-30%, or a slight chance. If it looks like the coverage is going to be greater, you'll see that higher percentage in the forecast. When you see 80%-100% in the forecast, you can pretty much guarantee that the whole area which that forecaster is working for will see rain.

3. In olden days, in TAMIL NADU (INDIA), based on the Tamil Saying - "Thattaan poochchi thaazha paranthaal thappaamal mazhai peyyum" = "If the swarm of dragon fly flies very close to the ground, it will rain definitely" the rain is predicted.

Its a personal number really. Each weather model shows somethign different. And its based on the weather forecaster's opinion and knowledge on how likely rain is based on conditions and the models.(A GOOD forecaster doesnt always rely just on the models, its often a deadly mistake). But it isn't too tough, with expierence and knowledge.

This rather sucks. somebody needs to do an "anti"rain dance or some thing... I neglected the Busch race 'cos it became too early for me on a Saturday (6am?). Now the Cup race will probable be rained out and fully ruin my day!

the likelyhood of rain is determined by measuring temp and pressure of air mass systems which indicate if there will be uplifting of air masses - as air rises water cools condenses and falls
