There are hundreds, maybe thousands, of "regular potting soil"s throughout the world. All are somewhat different. There are many different types of cactus with many different requirements.

***Some*** cactus will do well in ***some*** regular potting soils.

Most cactus need a freely draining mix that does not get soggy.

Yes you can plant in regular potting soil. Your cactus will need less watering of course since the potting soil will hold moisture longer then a sand mix which is usually what they grow in. I have used potting soil with excellent results. Happy planting.

the perfect soil blend for cacti & succulents is 50% pebbles, 25% coarse sand and 25% potting soil. position somewhat of damaged pottery over the hollow contained in the pot, upload the soil blend then transplant your cactus. do no longer water for a minimum of a week. I water once a week thereafter.

Sure. If you want to play safe, add 10% sand for better drainage. Water and feed as any other plant, but remember that cacti do not like to be cold and wet at the same time. This will kill the roots in short order.
