i agree with sheeree...you must first let her aware of your existence...then become friends...when you are friends, you are part of her life...
nowadays there are many ways to keep in touch with just anybody...you can drop her a sms, an e-mail, or any form of keeping in touch, to show her that you care of her, that she is always on your mind...she will pay attention on you...
when one day, you stop sms/e-mail her, she will start wondering why...at that time, she will know that you are important to her...

Ask your dad to invite his friend and his daughter to dinner or something. That way, you'll get to know her better and can spend some time just talking to her. I'm sure he'll agree if you tell him you like this girl and would like to know her better.
