How is it video stores can legally rent moveis? Could a shop similarly rent music c.d.s? What a bout a book rental store... like a library except it charges money?

It is legal because the video rental stores OWN all of the videos that they rent. They buy them all and then let customers use their property for a short period of time for a fee less than the cost of buying the video. It is no different than renting a car or anything else. So, yes you could have any other type of rental store as long as you own all of the property being rented.

Like others have stated the video stores buy the movies to rent out from a distributor. If it wasn't legal they wouldn't have businesses open to the public.

And there are places that rent out CD's, the library does.

It's the same principal as if you loaned your best friend a copy of your favorite DVD. The person or entity that buys something is allowed to lend or sell it at will.
