For manga, I would recommend Full Moon wo Sagashite and Shinshi Doumei Cross by Arina Tanemura. Mekakushi No Kuni, and Vampire Knights are also good.

As for anime, Kimi Ga Nozomu Eien is a good romance/drama series. Fruits Basket is a definite must for both the manga and the anime and Honey Clover, which contains drama/comedy/romance, is also a really good anime.

If you want romantic comedy you should try the "harem" anime genre. Harem anime is about a regular boy (or, more rarely, girl) that becomes surrounded by numerous beautiful people of the opposite sex, at least two of which are in love with the protagonist. Ai Aori Yoshi is a good example of harem anime. Others include Tenchi Muyo!, Love Hina, Saber Marionette J, and countless variants.

For manga, I'd have to say Fruits Basket. It has comedy and romance and sometimes it can be dramatic. In some areas.

Oh I love the Angel Sanctuary manga. It's a romance. PLus a war waging between heaven and the underworld. It's my favorite shojo. It's not your typical mooshy love manga series...

From a guy's point of view:

Maison Ikkoku by Rumiko Takahashi - hands down the best romantic comedy. The drawing style is good, but Ms. Takahashi's strength is story development and this is by far her finest work.

Drama - My personal favorite is, Please Save My Earth. Don't let the crappy box cover scare you off, this is OAV ranks at 5 stars on almost every review site on the web.

Kare Kano
Yukino Miyazawa is really, really vain, and loves to hear people praise her. She's always been the best at everything, and always tries to look perfect. But when Yukino goes to high school, she's finally upstaged--by Souichiro Arima, who scores better on the entrance exams and instantly snatches the attention of the class. By accident, Arima finds out that Yukino is just pretending, and this starts off a series of events that lead to Yukino and Arima falling in love. They then have to cope with a lot of obstacles in their relationship.
Yukino Miyazawa, the Queen of Vanity, is the 'perfect student' - smart, pretty, athletic and has an overall nice personality. What everyone in her school didn't know was that behind the perfect facade lies a different person. She is always the best in anything - but an obstacle comes her way. The obstacle's name is Souichirou Arima. Souichirou Arima is chosen as the representative of the freshmen, not Miyazawa. Thus, she strives hard to defeat him in all aspects. But a day comes when her most-hated enemy comes to find out her secret. From treating Arima as an enemy, friendship blossoms. Soon love comes. Kare Kano is a story that revolves all around the pangs and beauty of first love.

Gravitation
Shuichi Shindou wants to make a famous band. He works on his band, hoping to get a chance in the public eye, with nothing on his mind but his fame and musical ambitions. However, one fateful night when Shuichi is working on song lyrics, his paper with his lyrics gets blown away from him, and a stranger picks them up. The man is Yuki, a famous romance novelist who tells Shuichi that his writing skills are grade school level. From that moment on, Shuichi is determined to find Yuki and have him explain his rudeness... he just doesn't realize that it was love at first sight for him. When Shuichi finally finds Yuki, it's a journey of obstacles, frightening experiences and haunting pasts trying to keep them apart. But, it's just the gravitation of fate and love that always pulls these lovers back together everytime.

Kyo Kara Maoh!
Yuri Shibuya was living a pretty normal life. That changed the day he was dunked into a toilet after an attempt to save a classmate from a gang of bullies. Instead of just getting a good soaking, he's pulled in. The next thing he knows, he's in a world that vaguely resembles medieval Europe. If that's not odd enough, he's told that he is to be the next Maoh, just because he has black hair and black eyes. The Maoh is the King of the Mazoku, who are coexisting not-so-peacefully with the humans in this world. Much to his subject's dismay, he's totally different from the rulers they're accustomed to. He's kind, considerate, a believer in justice, and not willing to use violence to solve conflicts. Not exactly someone they want running a country on the very brink of war. Now, Yuri has to deal with trying to become a good Maoh, while at the same time attempting to adapt to this land's customs and culture, all in a world where the tension between the humans and Mazoku is reaching its peak.

Nana
Two young women, both with the name Nana, one with a punk backround and another with the naive upper middle class mindset, find each other in Tokyo as they pursue love and careers. Their transition to the adult phase is not without drama.
On board the train to Tokyo to meet her boyfriend Shoji, Nana Komatsu ("Hachi") happened to sit beside Nana Osaki who was traveling to Tokyo to fulfill her dreams of becoming a musician. The vocalist for her punk band "Blast", Nana aims for a major debut for "Blast" in Tokyo where her boyfriend, Ren, is the guitarist for a popular band "Trapnest". Sharing the same name "Nana", both girls quickly form a bond of friendship. Their paths cross again when they encounter each other while searching for accomodation in Tokyo. Eventually they decide to live together in the same unit and this further strengthens their bond as the two "Nana(s)" go through their love lives and career.

These should be good for a start.

The summaries are from anime News Network.com and Are for both the manga and anime series.
