No because the desires of human beings make them inherently flawed and their creations flawed. It is in man's nature to fight among himself, but perhaps that can change when technology is expaned where philosophy does not exist.

It depends on our definition of peace - or to be more accurate - on our concept of peace. As all human concepts are relevant, the concept of peace should not be an exception. Therefore, to answer you question I must ask what kind of peace appeals to you? Is it the same that appeals to all creatures on this earth? Of course not. Each living organism has its special conditions and needs to be able to say "we live in peace". And given survival as an ultimate goal for a living creature, those conditions and needs are going to clash and a conflict of interest will make several types of conflicting peace(s), so to speak, inevitable and a must. Therefore, there will be no real peace on earth even if all nations agreed to one concept, which is impossible under the circumstances. This is so because somebody will come out of nowhere one day and ask: "What about the animals and plants you are killing for your survival? Do they live in peace on earth or "rest" in peace?

Depends on the person. If someone thinks that true peace is just being with someone that they love, then yes. But if that person thinks that true peace is so much more then that, then it might not be achievable. It is all whats in your head.
