join a club to start with, and work at it. I used to be a memebr of the junior short tennis of something (can not remember) and they helpped me to improve and move on to greater levels. Also practice and join tournaments to get noticed

Do you mean for a collegiate scholarship? You don't get scouted for the pro circuit, you earn points by qualifying for events (no, not on the ATP tour, at challanger events first), and then winning some matches thus gaining more points. Once you have enough points accumulated you can start to qualify for entry into the qualifiers of smaller pro tour events, then when you have enough points (now we're talking about being top 200 in the world) you start to gain direct entry into events. And maybe you can gain entry here and there as a wild card, but those are mostly reserved for the most promising local players or the players under contract with the major management outfits (think IMG).
If your already in your mid-teens and you haven't been competing in national and international events already then you can still think about playing collegiately. Your best bet is to attend an academy, Bolletieri (IMG), Saddlebrook, etc.
If you don't have some results already then it's going to be hard to find anyone to take a look at you.

Play on a high school team and win a lot of matches.
Also you might want to go to the official tennis website and see what they recommend or go to the library and look under tennis or check out some of the books on the current tennis celebrities and see how they did it.

Practice practice practice, enter as many tournaments as you can, the more you win the better chance of being noticed and getting a wild card entry into the bigger tournaments. Join a club. Play against people who are better than you, when you start to beat them find someone better. And don't forget to practice.

Get your game together with a good coach.
Find someone you can trust to act as your publicist. Someone who has the expertise to network your skills.
Now, ya gotta get some local or regional tournament wins under your belt or none of this will matter. Go for it.

The more tournaments you win the more people will hear your name. Play until you start winning and then coaches will come to you. Win and make sure you get your name in the local paper.
