fear is a valuable tool that helps us survive. Without fear people would take to much risks and end up getting hurt. The fight/flight reaction in humans is partly based on fear and one of the best defense mechanisms we have. It makes sure we run when we sense danger or fight when we perceive a threat. You realy do not want to eliminate fear.
Hatred is not a basic human instinct. It's tought. Hatred is instilled by others. Their actions or indoctrination. Hatred is something you learn. Fear by itself is not enough to cause hate. Fear is an emotion that lessens with exposure. If you fear something but see that the fear is not needed you adapt. Your mind "computes" the emotional compound and reality and re-evaluates the perceived threat.
Hate is not governed by reason so it will not go away just because reality shows yhou there is no need to hate. You have to teach people not to hate. When hate is touhgt by a powerfull teacher or ideology it is very hard to "unlearn"
Hate can only be eliminated by understanding, education and time

No. Some hatred is out of fear, but not all. There would still be jealousy, anger, and other emotions. Also, fear can be good for a person. The only reason people don't jump off a cliff to see if it would be fun is the fear of dying, right? That's how we know to run away from killers and danger.

Don't teach children to be afraid of the unknown, of strangers. There will always be dangers in the world, but going through life, expecting always the worst, becomes a selffulfilling prophecy.
And it keeps people apart, adding to their isolation and depression. Not the type of life I would prefer (or live!).
People are attracted to positive people that are willing to reach out and touch another human being, but most are unwilling or unable to do the very thing they look for in others, because of unhealthy conditioning acquired from parents and government.
