Good question, that i can't answer exactly, but this is my educated theory. The Taliban under the leadership of Mullah Omar was seeking Iraq's support in mediating with Russia and the Northern Alliance in Afghanistan. Saddam's regime had expectations of assistance from the Taliban, and the two agreed to a secret intelligence relationship. An Iraqi official told the Mullah that they wanted the Taliban to support Iraq against U.S. actions.

Well the Taliban was our ally when Afghanistan was invaded by the Soviets, and Iraq was our ally during the Iran Iraq war. Maybe they thought well the US abandoned us both maybe there is a common ground for us there? Iraq was very secular under Saddam and bin-Laden was very critical of that point. The thing I don't get is why the attackers that were involved in 9/11 were mostly from Saudi Arabia and yet they get off unscathed, it could be because the ruling family there are personal friends with the Bush's.
