Those State flags which demonstrate in some manner State Sovereignty and/or individual rights. For example:

Delaware where the figures wear Revolutionary Uniforms.
Georgia (previous version) which displays the Battle Flag of the Confederacy supporting State Sovereignty.
Idaho which incorporates a symbol for women’s rights.
Iowa which states, “Our Liberties we prize and our Rights we will maintain.”
Massachusetts which states, “This Hand Opposed to Tyrants Searches, with the Sword, for Peaceful Conditions Under Liberty.”
Mississippi, Here to is display the Confederate Battle Flag for State Sovereignty.
Missouri which states, “Let the Welfare of the People Be the Supreme Law.”
Virginia, which states, “Thus ever to Tyrants.”
West Virginia, which states, “Mountaineers are always free.”

The coolest flag belongs to the Commonwealth of Massachusetts. Plain white with a blue seal on it housing a yellow Native American.
