Would it not be considered copyright infridgement if I provided a contact link and said "if you are the original creator of any content on my website please contact for removal"?

Also: the website has a copyright at the bottom of the page.

Whether or not there is a notice on the site or not, the work is protected by copyright and you violate those laws if you take anything without explicit permission. The person whose work you are stealing isn't required to contact you, you are required to respect their rights and not take their content.

For every country that is a signatory of the Berne Convention (this includes the vast majority of the world) all works are copyrighted the minute they are fixated into a permanent medium. There is no requirement of a copyright notice or any other formality. The work simply has to be created and saving a file to your computer or uploading it to the web is considered a fixation of it.

Therefore, the use or lack of a copyright notice is irrelevant when dealing with this question. One should simply assume that all works on the Web are copyrighted unless they explicitly find out otherwise.

As far as this case goes, this is certainly copyright infringement. One of the critical rights of a copyright is the sole right to distribute copies of a work or to display the work publicly. By posting the work on your site without permission, you are violating those two rights and can be either sued, served with a DMCA notice or receive a cease and desist letter.

My advice is simple, ask or get permission. Either ask the creator of the work if they would mind you re posting it, most will agree if you ask in advance, offer a link back and give all proper credit to the author, or use works placed under a Creative Commons License that are openly available for reuse (so long as the restrictions of the license are met).

I strongly discourage you from simply taking works you find on line, in any format, and re posting them without permission. Ebaumsworld recently got in serious trouble for doing that other sites have had similar problems.

It's so easy to ask or look for open works, there's no reason to risk it...

In general, yes it is copyright infringement. The key is to view the terms of use or copyright notice for the external site. If there is no such thing on the site or if they do not document their policies, it is best to contact them directly and ask their permission. Scraping such and putting on your website (even with a link back to the point of origination) is considered illform (at best).

do exactly a Google for web content that convert the URL into something downloadable and also you'll finally end up with a Flash video report. even if you'll favor something to strip the video and convert it to MP3 earlier you could placed it on your iPod.

it depends. most people would consider it to be. if the website has a C with the circle on the very bottom of the page then yes. if it dosent then no.
