No video-converter app can take a non-HD video (4:3) and create a usable HD video (16:9). you'd be asking the appliance to interpolate about seventy 5% of each and anybody, and it would want to't be finished without replacing the unique right into a ridiculously low determination approximation of the unique. So, assuming you propose non-HD video, the answer on your question isn't any! yet, going from HD to HD of a diverse report format, like "H.264" to different HD codecs, case in factor, there'll nonetheless be some degradation.

Why would you want to do this?
Now if you mean how do we make politicians scientifically literate, the answer is: make them take SAT-like exams, to prove they have retained enough of their education that they have a right to represent us.
