Perhaps this second question will help you answer the first. Do all civilizations tend to follow any particular trend of knowledge/discovery/rise/fall or a cycle of learning?

Not necessarily. Wise people are few and far between in any civilization, regardless of its age. As Robert Heinlein once said, the only infinite things in the universe are hydrogen and stupidity.
