Donnie Brasco was a Fed...He wasn't a gangster so why the hell is he even in your question? Vito Corleone is better - He left a legacy whereas Tony Montana just got whacked for using his own product a little too much.

Vito Corleone,of course. Vito had to fight his way up the food chain,having his family killed in Italy and of course,killing the creep that did it. Tony Montana's reign was short lived,he had no offsprings and his empire died with him (unlike Vito), and Donnie Brasco was a FBI agent, not that he didn't have the marbles, but he wasn't a "Don"like Vito.
