Name-calling comes equally from both sides. Neocons have cornered the market on scare tactics, though.
The benifit of attack politics is is enables politicians from having to actually take a stand on issues. I have been waiting for 20+ years for a candidate to sit down for a 60 second TV spot and say "Here are my views...", but I'm not holding my breath. Attack politics are so much easier than actually thinking about issues.

We have to revert to the libs tactics because you people simply cannot get the message through your thick skulls. Without money, nobody has anything. Without big business and the richest of the country, we'd have no taxes to pay for the poor and lazy, whom the libs claim to fight for. Lower taxes for the richest and magically they start paying more. Helping the unfortunate is the duty of every citizen. Helping the lazy isn't. Liberal policies enable more lazy people than anything else. I'm more than happy to be a middle class citizen. Tax the hell out of big business to support the lazy and I'll no longer have a job.

This has mainly become a campaign for the independents. The country is split right now and anybody who's on either side is not going to switch parties anytime soon. Rep's use scare tactic's cause it works, people that do not pay attention to politics tend to vote anyways, the reps know they're not gonna get dem's to vote for them so they target the uneducated(politically). I've spoken with plenty of these people before, they think John Kerry is a traitor, they don't know why though. They think he'll raise their taxes, they think Iraq attacked us on 9/11. One even thought Saddaam and Osama were the same person. Scare tactics and repetitive talking points targets these people, and it works!

Fear is a great motivator and spreading fear makes it easy to accumulate power. Ten years ago a warrantless government eavesdropping scandal would have been nearly universally condemned. Now, most people are rather indifferent to it or actually praise it, because it makes them feel safe.
Really, both sides use the same tactic. If a conservative suggests making moderate, market-oriented reforms to pension systems, it is claimed that he wants to throw old people out into the cold snow to die.

They are counting on people being stupid enough to believe the scare tactics, unfortunately they were correct in the assumption that the majority of people ARE stupid enough to believe their crap. That is how they won the last two elections.
