I have heard a lot of bad thing about SOME (not all) modelling agencies and how they make you pay for photos and photo sessions before they take you on then never give you any work. Always check with the local Better Business Bureau.
I think a better starting place before you go to agencies is if you have a friend who is reasonable with a camera (do not have to be a professional or even that good just okay) Just take 100 photos of yourself in different poses, clothing and backgrounds then pick out 10-20 nice photos. You can then use this as a portfolio, and even better instead of printing them which cost you money every time, host them on a website and get some business cards print with the website address on and just hand these out instead. This is a far cheaper way of doing it and with no RISK. You should never have to pay to get a job if you do there is a high chance it is a scam.
However if you would like a personal portfolio site please contact me and I will set you on up for free. I can design you a fully personalised flash website with as much or little information and then host it for you. This site can contain a gallery of your photos, personal information, list of work, contact details, etc or if you prefer just a couple of photos and nothing else. It can be password protected and all images will be protected as is humanly possible, or the photos can be available to download.
Examples of work can be provided on request. Just message me here if you want, I am a professional website designer but have lots of free time (and enough money) so I am currently doing free sites for small bands, small artist etc, basically anyone who could not afford them otherwise. I have my own hosting server so can offer hosting servers or you can host the site yourselves. No images sent to me will be used for anything other than your site and I will not give anyone your detail or link to the site. You will have complete control and the site can be removed or changed at any time. This is not a scam and I will design a site for FREE, I do not need the money, and enjoy working. Well for starters..
You could look at some websites such as www.onemodelplace.com and www.modelmayhem.com, and make free portfolios, with information and pictures there. You could then upgrade to at least a silver membership on One Model Place (or as the veterans of the site call it OMP) and then agents and scouts will contact you if they are interested. As well as many photographers woulfd I'm sure contact you. Im not sure of how old you are, but if you are over 18 there are many more jobs available. Some are paid jobs, some are just to help build your portfolio. BUT 1 VERY IMPORTANT THING: DON'T EVER, NO MATTER WHAT, GO TO A PHOTOSHOOT OR OR PROJECT ALONE!!. You can also at a silver level membership view casting calls and book photoshoots with many awesome photographers. I absolutely love OMP. I have been there for 2 yrs now. I have had a lot of success. Throuh that site, you will be able to locate and find many agencies. I am signed to two. One is One Model Essence new Zealand, Houston, TX Division, and also Exquisite Taste Modeling agency in Chicago, IL. I got my start atr the age of 11 when I was entered into a beauty and talent pageant, and won first place and held the city wide title for a year. I then competed for a state title, and won that as well. I went on to pursue many different branches of modeling and also acting, and singing. I love it..its a dream come true. **EDIT: I saw someone say you have to be 5'8" -This is not true. Glamour modeling as well as commercial modeling hold spots for people of all sizes and heights, as well as ethnicities. 5'8" models and up are usually best at runway modeling, though. To runway model you have to be usually at least 5'8".**

You can't just apply to be a model. You must first sign on with a professional modeling agency, and have them get good head and body shots of you. They will help find a job for you.

They have a FAQ file to get you started. Never sign with an agency that asks for money up front.
You also can look at

For models and photographers in your area to network with. You can do what's called TFP (working for prints) with photographers so you're not out any money and you can build your portfolio.

first u need to take pix with a photographer then get a composite card and then send ur composite to an agency to see if u will get accepted i know this because this is what my step sis did tracy lines she is a professional model and that is what she did u can look her up she is pretty i am sure u will make it!!! Look for a model agency and tell them that you want to be a model and I guess they will take some pictures of you.
The model agency has to give you information.

You have to find a local modeling agency and get photos taken of yourself. They can get you the jobs.
