I agree that steel wool is a bad idea. I'd use a solvent as much as possible, either acetone or perhaps gasoline. (Obviously the pipe must be cool in order for this to be safe) If you have to scrub, I might suggest what I call a "blue scrubbie". The scrubbing pads you get at the grocery store for doing the dishes are color coded. The blue ones are meant for non-stick teflon pots and pans. These scrubbies might be soft enough to avoid scratching the steel or chrome.

I would try finger-nail polish remover (which is mostly acetone) and something soft for scraping, like a tongue depressor or plastic spatula

Especially if there is a chance that the pipes are chromed or coated instead of solid stainless steel

steel wool will certainly damage chrome

have you ever tried ACETONE? i'm quite particular it is going to dissolve the plastic you're operating with. i'd purchase the sluggish drying style. Then utilising small products (3" X 3") terry textile or different comfortable textile start up washing it off. It likely received't come off quite, you could ought to rub it yet bypass sluggish and let the acetone do the artwork. replace the rag frequently because it is going to gather airborne dirt and mud that ought to scratch and it is going to take up many of the plastic making it a lot less useful. Be very careful, acetone will damage paint and particular different plastics. good success
