My Toshiba battery life is short so I'm looking at getting a universal external battery. My current adapter output is 19v and 3.42 amps. The external batteries I've found are 19v but state 5 amps max. Would using it harm my Toshiba?

Yes. Amperes (amps) is the measurement for the amount of current being supplied. It is analogous to the guage of a hose. The wider the hose, the more water comes out. You wouldn't want to water your rose bushes with a fire hose, so you don't want to introduce a higher current device than your system is rated for. This could cause a failure, or worse, a fire.
Furthermore, you should not add a battery not supplied by Toshiba, as the charging logic on the computer is specific to the battery chemistry and logic, so you could cause all sorts of trouble with this plan.

Not a good idea to exceed the stated amperages on electrical divices!
