Dr. Doom may have doombots, but don't forget about Mr Sinisters infinite number of clones and his mauraders. Plus Mr Sinister is immortal, and cannot be harmed by any physical method used by Doom.

Sinister is not in the same league as Doom. The bad Dr. has an entire army of devoted citizens, look-alike robots, and armor almost equal to Iron Man's. He is the second smartest human on the planet, and has also mastered sorcery. His gauntlets generate a energy beam that can knock the hulk through the wall. He has ruled the entire planet Earth on multiple occasions, and gave them up out of boredom. He faced the Beyonder, and stole his powers, after letting Galactus take a beating.
Sinister is a minor player in the Marvel U., Dr. Doom is the baddest human on Earth. A human who makes heroes like Thor or the Fantastic Four worry.

Doom. You may believe him overrated, but as one of the greatest minds on the planet, the ruler of a country that he founded (is Latveria still around), and due to the ingrained magics from his gypsy mother. Sinister would put up a good fight, but to defeat him would take Apocalypse or Thanos. (Don't forget that Dr. Doom sent a clone into the future that became Kang the conqueror.
