it means that these pics can not load
because of some reason
for example maybe they r missing on the server
so your browser can not find it
maybe u r using some proxy server that u can not access to that server which thes pics located on that
and maybe because of your internet connection speed
if u think it is just your problem
right click on that pic and select show picture
so your browser try to load agin that pic

I assume you meant on a web page. If so, here's why:
Pictures are not imbedded in web pages the way they are in Word documents, PowerPoint, etc. Instead, when designers build a web page, they have to insert a link to a picture and define it's properties (location of graphics file, size, etc). If the picture is not in the location they specified, or has a different name, the link to it shows up as an X.

The HTML code calls for an image to be displayed there, but the URL or location of the intended image has no image available, and therefore cannot be displayed where its "box" is.

It could also be that the site that you are going to has a picture on it, however the link the web site designer used to designate where the picture is on his server is incorrect, so your computer knows it is a picture because of the file extension but it cannot find it so displays a default icon to tell you.

If you're refering to images on e-mails, they are sometimes blocked for you security.
When your computer loads the images on your e-mail (and they are not attached files)... It has to access a remote server (the site where the images are). The remote site can know you openned your e-mail, then... So it can be sure your e-mail address is real and in use, and can send you a lot of spam.
