Will a lavendar bush grow back after dead branches havae been cut off?

If the stem is still intact and the plant was still alive, then it should start sprouting new shoots within a couple of weeks.Fertilise and water.

Guess we'll find out if someone cuts off congress, come to think of it they do resemble dead branches.

Not if you cut too short and get into old wood. You should only cut green tips.
