What do you mean by computer?
Pascal's Analytical Engine was a mechanical calculating machine.
The Jacquard Loom was a weaving machine that could weave fabric according to a set of "instructions" recorded as holes on wooden panels, a bit like a player piano. This seems to be the first example of a "program".
Analog computers used capacitors, inductors, resistors and tube amplifiers to perform mathematical operations such as integration, differentiation, multiplication, etc.
Alan Turing not only developed the theoretical foundations of Computer Science, but also developed the first electronic computers while breaking the German Enigma code during WWII. Some of this work was held secret until the 1970s. Until then, the US machine called Eniac was thought to be the first electronic digital computer, constructed using vacuum tubes to switch digital signals.

It wasn't "discovered".
Babbage, Pascal, and above all, John von Neumann made the modern computer possible. If you're reading this, then you can get to Google from here...go look up these people.

modern computer was invented by.. hmmm.. I dunno
personal computer... someone named Alan C. Kay of Salt Lake, Utah received the 2004 $450,000 Kyoto Prize for "creating the concept and contributing to its realization"
