Arkansas in general No I would not live there as a child my folks had a chance to work there.. we went to scope it out and for my dad to do his interview..It reeked of a smell found out it was a paper mill that was permeating the Oder in the air my mom informed my dad AS soon as he got back in the car with out even hearing the terms of the job he did get offered that in no way was she or her family living in that stanch of a place.. sooo.. we of coarse being a family that stayed together and had a vote on what we did... did NOT live there.. so I am sorry for you if you HAVE to move there..Of coarse.. My ONE experience should NOT deter you from trying it though..
