He moved several times after his timer went to 0:00

I think he either cheated or there was a delay on the timer which gives him an amount of time (not the official time) to move before
the official time started running again. Hope that helps.

IF, this was over the Inet, you may have seen a Delay in the move. Did he move right after the Timer Stopped?
What may have happened, he made the move, but, before it showed on your Computer your Timer showed his time was up. This all I know.
