There used to be a program called "Colorize!" at www.dsdesign.com, specifically designed for comic book colorization, but I am not sure if that web site or the software is still around.

I'd stick with photoshop if I were you.
There's several offshoots in the field... CorelDRAW, Mangastudio, Paintshop, etc...
And after years of extensive use (I'm a comic artist), I've found that photoshop is the most reliable as well as versitile of them all for doing everything from cover art, to conceptual art, to manga.
I'd advise using Photoshop 7... CS is good, but unstable and the same for CS2. Give it another couple of years and CS'll be much less...

I believe its MangaStudio 3.0 or was it Manga Artist 3.0... something like that.
