I don't understand so much your question.
But I can say for sure that Venezuela was not. Venezuela takes part of another different soccer federation. It is part of the South America Federation (CONMEBOL), so Venezuela plays with Columbia, Chile, Brazil, Argentina, Ecuador, Perú, Bolivia, Paraguay and Uruguay in World Cup Eliminations.
USA plays in the CONCACAF (Confederation of North, Central American and Caribbean Association Football) with the countries of North America, Central America and the Caribbean, including three south american countries: Guyana and Suriname, and the French département of French Guiana.
United Stated quilicated with Costa Rica, Mexico, United States, Trinidad and Tobago for the World Cup. In this order:
USA - 22 ponits
Mexico - 22 ponits
Costa Rica - 16
Trinidad and Tobago- 13

most teams that team USA plays in the CONCACAF are mostly ranked well over the 80's in the world so they have it pretty easy only Mexico is a tough country in their CONCACAF..if team USA would have to qualify in Europe they would not even come close of qualifying for the World Cup and would not be ranked 5th in the world which is a joke from FIFA cause of the teams they play in the CONCACAF qualifier, if they did play in Europe they to would be ranked well above the 40th and higher.
