The Old Testament assigns legal rules and canons for its believers and not the Bible as a whole. Part of the Old Testament is the Torah (the Five Books of Moses), so as a result the Torah is the oldest one.

a. torah - because since it is the pentateuch or the first five books... the book of leviticus is part of it which is all about the early legislations made.
