i. have u scanned for virus, parasites, etc using a good anti-virus, not the free one's
ii. re-load windows, mean over the present installation
- boot from cd & click re-install / repair
iii. check possibility of upgrade to xp, pc resources permitting
- xp is resource hungry
iv. in case u stay with win 98, make defences stronger using additional programmes
v. suggest u try system mechanic pro

There are a host of virus's going round that attack 98 coz its no longer supported by Microsoft, I found to my cost! 98 is coming to the end of it life time to upgrade! You can get ligit OEM XP software from around £80 - £120. Check out ebay and only use reputable sellers. I did just that. Good Luck.
Also u might need to buy a new hard-drive they don't last forever. Good luck!!

i used 98 up to a year ago,but upgraded to xp exactly for the reason you are suffering from,and as microsoft have stoped doing updates for 98,it seems a sensible time for you to upgrade
i hate having to tell users to ditch 98 ,but with all the security flaws it will have without support,you will be leaving yourself wide open to hackers,ect.
if you have the windows 98 disc,why not re-install the operating system,first go to http://www.bootdisk.com/,and download a 98 start up disc and use these commands in start up to a) a:\ format c: to format drive
b) d:\ win98se\setup.exe (d being your cd-rom)
you should make sure you have your license key before you start as you will need it
you could also try starting up setup inside windows by looking in c:\windows>setup and double click the icon

Microsoft Discontinued support of windows 98. It's not secure or safe to run on the net. Upgrade to XP or Linux.

In safe mode change your windows theme to another style (like normal or classic). Once it boots check your disk - I bet the fonts directory is hosed - this is a warning that your disk drive may be near to kicking the bucket... back it up and replace it. Or not.
