It appears that there r scintific knowledge in field of telepathy and telkenetic yet some fraudery groups try to control others minds for their personal benifits.Are there any authorities who can prevent them or even punish them for such intervensions?

You will need to report this to the "cosmic cops" who have their offices on the 3rd moon of Saturn. All reports must be submitted in triplicate, in telepathic format only. No written or oral reports will be accepted.

Think about it, did people with such abilities exist they would use them to prevent any such authority from coming into being and interfering with their activities.

Yes.
1. Check up with your Mayor or Dist. Magistrate
2. Check up with your local police station
3. Check up with a lawyer.
4. Check up with an NGO
If none of the above works and you feel those fraudsters have committed a crime against you, lodge a complaint with an Indian TV Channel (India TV) www.indiatv.com (if i am correct) and leave it to them. They will expose it (your name if you ask them can be kept confidential). Best of luck!

Far as I know there is no agency governing that area yet...my advice is to wear a hat made of tin foil they say it prevents this sort of situation.

unfortunately the people to whom you could theoretically report these interventions are probably the ones paying for the research :)
