I find it best to let ripen on the vine. Sometimes a particularly wet season will push this date later into the summer.
If you ripen off the vine, the window sill thing will work fine. I wouldn't advise a direct sunlight window. One to the east is best because the sunlight isn't as strong in the morning as mid day or late afternoon.
One old wives tales that I have found to work to ripen off the vine is as folllows:
Place the tomatoes into a brown paper bag and fold the top over and place in the fridge. Check every day or so and soon enough they have ripened and not got goooey yet.

Place the tomatoes in a brown paper bag and fold the bag shut. Leave them at room temperature and they should be red in a few days. I've always heard that tomatoes should not be placed in the fridge.

Well if they are on the plant let them just stay on until they turn red. But if you have pulled them green then let them sit in a window or on a table for a week and let them turn red in the sun. They will get softer and softer but do not worry they will not go bad or anything until they have turned red first.

spray paint or magic marker or wave your hand in the air like you just dont care then punch yourself in the nose real hard and blow your nose over the tomatos... the first two will work but the third one sounds like fun to watch and all you need is a hand try it out ps if it doesnt work the first time try the other hand repeat till you feel light headed and let me know

I have heard that if you place them next to an apple they will turn red. Also, put them on your window sill in the light, not direct sunlight though, they will soon turn red.

spray paint. actually the window thing the best though is to let them turn red on the vine. they will taste better. if they are green it will take some time to turn red off the vine.
