Why?
Bad Parenting. Accidental pregnancies. Neglect. Sexual, Physical, verbal and Mental Abuse.
So?
I say all parent wannabes should go for psychological analyses and physical testing (for aids and other STD diseases) to apply for child bearing licence (same goes for those who wants to adopt).
What do you say?

Oh and people can still have sex and enjoy sex and all the other sexual stuff they endeavor.
Think about it, people all around the world are screaming about rights and all that crap when they can't even keep themselves in order. And you want to bring a child? If it's anything that need moderation, it's THIS. A better future is about less messed up children.

I completely agree!!! I need a license to drive a car and parents should need a license to raise a child. We give these unfit parents right to abuse, neglect and basically be God awful to these poor children that can't even defend themselves. If they went through the classes and training I believe that the children would benefit so much.

It's a very idealistic thought, and not a bad idea, but it will never happen. This would mean restricting an individual's right to procreate, and delves way too far into human rights to ever become a real law. Anyway, even if people didn't have a license, and then say, the woman gets pregnant, do you expect the government to come in and what, take the child away? or what would your suggestion be? Then, the child would be an orphan. Sure, there are people out there who aren't good parents but it's really not a decision that the government should be able to make.

Not a license but maybe a mandatory class prior to leaving the hospital. Besides what would be the consequence of not having a license, you wouldn't be allowed to give birth?
Another bit of useless knowledge - that is where the common expletive came from "Fornication Under the Consent of the King". The initials were hung on a sign outside of the home.

I think it'd be a pretty good idea. You need a license to drive, to be in certain professions, yet to be responsible for the wellbeing and education of a human being, you're automatically qualified, regardless whether you're on drugs, alcohol, broke or whatever else.
But, reproduction is one of the most basic fundamental human functions and to deny anyone the right to reproduce would be to deny human nature. (At least I guess that's the way the argument goes). ... but whenever I look at my state's adoption website and see the pictures of children and read their stories it breaks my heart about how cruel people are to their own kids and then dump them when they no longer want them, sort of like an old rag. ...

Tough question...
I think in theory it would be best to screen parents or have mandatory parenting class or something...in the interest of the kids.
But...in America we have rights and no one can tell you how to raise your kids or if you can or can't have kids.
We can't even sterilize the people with severe mental disorders.
The real problem comes when you are trying to test someone on their parenting skills in order to get the license. What would be on the test? Who would make the test. People could pass the test but then follow anything on it.
I used to like the idea...but after thinking about it, putting it into practice just isn't Constitutional.

Absolutely Not!! The government controls enough as it is. The next step beyond that would be having rules like China limiting the number of pregnancies.
Yes, there are problems in society, but more government is NEVER the answer.

Oh yeah, and fine women if they get pregnant without state approval. Sure, lets let our government approve every aspect of our lives, because they are our mommies and daddys. We dont need no stinkin rights, lets all be zombies of the state.
