He was quite the most powerful pope of medieval times, raising the papacy to a formidable power. He sponsored crusades, approved the work of saints(Dominic and Francis). And convoked the most successful and well attended Ecumenical council of the middle ages.

There is no clear cut answer because some popes were powerful ecclesiastically, others politically and others militarily (e.g. Julius II). Also it depends on your definition of when the medieval period started and ended.
All that said, there is a powerful argument for Gregory VII (c 1020 -1085) whose influence both political and ecclesiastical lasted for many centuries after his death even to today.
Gregory took an absolutist view of church power and thought that all secular states should be subordinate to the church. He had a long standing dispute with the Holy Roman Emperor Henry IV about governance of the church in Germany. He stirred up rebellion in Germany against Henry and excommunicated him twice. After the first excommunication Henry made a humble submission barefoot in the snow at Canossa. Although subsequently Henry re-gained a lot of his power and Gregory himself was to die in exile his absolutist views influenced the church politically for centuries and Henry's submission marked one of the high points of papal power.
Gregory was also a very strong church reformer championing celibacy and ruthless rooting out simony and his influence is still felt today with clerical celibacy still very much enforced in the Catholica church.

its a toss up there was Gregory I who took control of rome after the roman empire fell, or Innocent who crushed several heretic groups such as the waldensians , but then there is Pope Leo who turned the invadidg atila the hun away peacefully, all these were important popes

I think it might have brrn Pope Leo III who crowned Charlemagne as the Holy Roman Emperor in the 8th century.
