Most people outside the US speak more than one language fluently in addition to their own. English is most often the second language, but in countries that have stolen England's language, French is very common as a second language. French is common enough in Australia, that here's a restaurant in Melbourne where they only speak French!

I would say less than 1%. The French are not a major ethnicity in Australia. Students at elite schools can study the language. In general, Asian languages are now the focus for second language study.
