Highlight the whole document by click over it making a bold blue line across all the words in your document then on the formatting toolbar you should see a number 12 or some other kind of number there is a drop down arrow by this number click and make the number small so your font can be small

Click in the document. Press Ctrl+A to Select All, then look for a button on the toolbar which has a smaller capital A on (the tool tip should say 'Shrink Font 1pt'). This will shrink *all* the font sizes in the document by 1pt, so 12pt becomes 11pt, 16pt becomes 15pt and so on. This will preserve all the various relative sizes you may have in the document.
If that button doesn't appear on your toolbar, right click the toolbar and select Customize. In the Commands tab, select Format on the left and look on the right for the Shrink Font button. Drag it and drop it onto your Formatting toolbar.

Click and drag over the whole document highlighting everything. Then go up to font size and change it to the size you want.

If the document is all in the same font, which I doubt, you could just go to "Edit" and then select all... and change the font in the font properties,
If you need to change particular sections then try maybe selecting all changing it and then going to parts such as Headings and then altering them separately ?

if it is already all one font, just select all (ctrl+A) and select the font size you want from the dropdown in the tool bar.
Otherwise select each differently sized section and select a new font size.
