If this is not do anything with personnel management and do with Public Relations then the tasks of a PR manager are:
1. Collecting Data on company matters from news media, TV channels and bringing to the notice of the management.
2. Keeping the co.,'s profile and bringing salient features to the notice of the customers through media- organising press conference etc.,
3. Intervening in the media references to counter allegations to bring out the correct image of the co.
4. Organising customer meet and visits for media to bring the real positions and enhance media/customer relations vis-a-vis the co.,.
5. Achievements of the co, in productivity, safety, customer satisfaction, aftersales service are highlighted at the appropriate time.
6. Serving towards the management's objectives.

Personnel relation manager is given a list of selected customers say around 20 to 22 customers who are financially sound ;PR 's job is to keep them informed about new products/schemes of the company so that these customers continue investing in company , purchase it's products . This a challenging job .

Making up excuses for the news media when a factory explodes and kills thousands of people. Seriously, their job is to bullshit the world into thinking that their employer really really cares about anything other than making (or stealing) as much money as possible. The bigger the PR department, the more evil the company.
