The lowest cost commision to trade penny stock that I have found is http://scottrade.com
It costs 500.00 minimum to open an account, and the commissions are 7.00 per trade plus 1/2 % of the principal value for stocks under 1.00.

Scottrade is the best I've seen. They charge some kind of fee for penny stocks, not sure how much that is though.
