first, ill check to make sure that the money is not counterfeit. then ill check to see that he was not murdered,check for stab wounds, bullet wounds, signs of suffocations. because if he is murdered, chance are there are some conspiracies behind it and the money is part of some illegal operations or something.. once i can be pretty sure that he died of some sort of natural causes like you say, maybe from a possible heart attack, ill go to the nearest sex shop, buy a handcuff, and cuff myself to the briefcase and call the police.. ill tell them he is (was) my "new" business partner and we were on the way to the bank to open an account for our "new" company when he suddenly died. we handcuffed ourselves to the briefcase so that we will not get rob.
i'll say "new" so that they have little ways of disproving that we really are in a business together
since by then i will already know that he was not murdered, i can claim the money legally once everything is over and not have to spend the rest of my life being afraid that the police is trying to track me down because they found a dead man cuffed to an empty briefcase..
plus if i do what i do, rather than just taking the money out of the briefcase and RUNNN.....its more exciting..
well, if i failed, at least i'll have a great story to tell my grandson once im out of jail..

Do I have enough money right now? If i don't I'll take a couple of stacks. The person is DEAD. People need to be aware of that, as heartless as that sounds. Money doesn't corrupt you after death, but I am alive and I need the corruption to live.
But only if I really need the money. If I don't, I seriously wonder why I'm looking through a suitcase in the first place, was I expecting to find a reason for death? And if I was, would I really want to see what killed this man I didn't know. It coulda been something that dispensed poison or something into the air stuck in that suitcase. A chilling way to die, having something stuck to your hand that is killing you slowly. If i opened it, more poison would be in the air alot quicker. To open that suitcase would be to not fear for my life or really desperately need some money.
Regardless of whether I took money or even opened the suitcase, I would just leave the scene. As quickly as I can without seeming panicked. Then I would go somewhere safe (A bathroom stall perhaps? although you can hurt someone there, they won't be hurt without the others who are taking a piss noticing) and call the cops, give the address of the scene and stuff, and report it all. If I took some money, I would see how everything plays out, and depending on how the events unfold, I might tell the cops I took the money to clear my guilty conscience.

Luckily for me, I always carry leather gloves on my person. I would put those on, then investigate the briefcase out of curiousity (I am a math and computer geek, and would relish the idea of examining the locking mechanism on the briefcase).
At some point I would examine the body. This may be before or after I open the briefcase, depending on how long I take to open it. I would look for evidence suggesting time and cause of death, to determine if that is somehow important information in this situation, and whether anyone else involved in his death soon.
If time of death was a while back, he would be starting to smell. This would compel me to get a move on with the briefcase and leave the scene.
After opening the briefcase, I would consider the consequences of actually taking the money. What would I do with it? Is it counterfeit? Could I deposit it? Would my bank track the serial numbers? Are the serial numbers even valid? How can I tell (back onto the math geek thing again :) )?
Perhaps I could just spend it at retail outlets. I don't buy much. That would take me a while. Where would I keep the money until it is all spent?
Maybe I could use it on the black market. I don't know anyone I could buy stuff off. Well not enough people to be able to buy goods worth stacks of hundred dollar bills. I have a small flat, there is only so much room to put stuff, let alone hide stuff. It is inspected every 3 months too; need to get rid of anything too conspicuous before then.
Maybe I could buy a bigger place? I wonder how many real estate agents take wads and wads of cash. Surely they would ask why I do not just transfer the money to them; this is not the middle ages.
Screw it. I do not need thousands of dollars in stolen cash. I live quite comfortably. I'll just take a couple of bundles... enough to have some fun, not too much to get rid of.
I have some close friends I could trust with this story. They would surely enjoy some of this money, too.
Think of all the great things my friends could buy, thanks to this tiny risk incurred to myself. *takes some more cash*
Oh... but what if it is counterfeit? If I tell them that, they may not accept it. If I don't tell them, and they deposit it, they could be arrested. That would be mean. The money is not worth that trouble.
We could plan a way to use the money together. Maybe even run a laundering operation. Put some into money orders, traveller's cheques. Spend some on miscellaneous crap. Have hedonistic drink and drug binges, hire sluts. Invest in .com companies. Know how it feels to have the money there, and not have to worry about it.
Hrm. My pockets are full. Money actually takes up a lot of space. What do rich guys do? *eyes the briefcase*
I would then turn my attention to the handcuffs. Those are not so difficult to pick. Let's assume that I pick the lock. I take the briefcase and leave. I wonder if I look conspicuous, this briefcase does not suit me. Maybe I need to buy a suit to match it.
I do not know if this is how the situation would play out. I might just leave, and take the moral high ground. But somewhere in the depths of my mind, I'd be kicking myself..
And kicking myself again for being driven by money...
*sigh*...

why would I try to open a breifcase attached to a dead body? if it were still locked.. I'd leave it that way.. I'm not leaving any kind of evidence that I may have done the killing.
However.. if it's already open and full of money.. who's watching? There's no way the person that did him in would have left that.
So why is it there in the open like that? seriously... where is everyone that this dead guy cuffed to his case fulla dough is just chillin' here?

so I'd weigh the consequesnces and situation.
then, make a decision from there.

Simply call on someone who can vouche for your trustworthyness.. Community counsil members as neighbours and part of your social network communicating towards authorities are a very important, as safeguard for yourself. I was able to assist the authorities actively, in solving a murder case, that happened 3 weeks prior to the date. Where as the accuracy of my supernatural antennea's finetuning"was 99,99% . Within 24 hours arrests were made and that means the killers are back on the street after their sentencing... The nature of the killing prolonged over a periode of time,killing the victim day by day, I translate as the money inside the briefcase... The color of that money is red. Bloodred in fact. My Karma would get very cross with me if I would change my ways of being a nosy busybody but innocent as newborn.. I would never live another adventure if Ithought the money could set something in motion. It is a waste of time to consider not reporting it to the proper authorities. As for the thinking it through I have.... I took it a for hoax.... my mistake... This Precognitive Experience turned out sensational without running out of the preconditioned track. Human Factfinder, extrapolates incidents from a bandwith unknown to untrained eyes, ears and sense of synchronicity. I must have started shouting no back in time loud enough, for me to pick up on what could have developed into a personal disaster.
Any Victim to Universal Crime such as terminating the hosts material self-uplink, would like his predicament seen to by a professionally conducting medium such as myself. For answering this I don't get any extra points from my own Archangel... I only hope you will report this unlawfull killing to the authority in charge where you are, and leave temptation to the ones who called for it to be here in the first place.... The Guilty! It keeps you sane healthy and well amused throughout your life, because you never have a dull moment again.

a dead person handcuffed to a breifcase with a lot of money in it. First and for most i would question why. Its something that dosn't happend everyday. I would think what may have happened to him. Why was he dead, who did it? Then i think i would turn it in. I mean one person is dead because of it, it could be drug money stolen, and the owners will tack down and kill anyone to get it back

Well depending on how much money that was I would take it.
No matter what calling the police at that moment, or a moment later wouldn't make a difference. The guy is already dead.
The governement would get the money in the long run and waste it again. Why not keep it to feed your family?

The answer is simple. The money belongs to someone else. If it was the deceased's, that person would likely have heirs that the money would belong to. To take anything is paramount to theft, so it would be the right thing to not disturb the corpse and alert the authorities. And I like to think that I would do the right thing.

In the movie "A Simple Plan", 3 rednecks in the woods actually find a suitcase full of money and have to make this very decision. Good movie; check it out.

Given your conditions, my first impulse is to take the suitcase. Unethical? Perhaps. My impulses demand gratification. Besides, if there is money attached to a corpse, it's not like they will miss it (unless it is some crazy post-Stygian offering).
