I think there were several historically. All were very unpopular when leading. Those that come to mind immediately are Lincoln and Churchill. Both led in times of crisis. Both overcame incredible obstacles, both were not only disliked, but hated within their own countries while leading and both are much admired historically.

Abraham Lincoln. He choose to do what was right even when half the country did not want to go along with him. He did what was right even when it ment the country would have to go to war against itself. That's leadership.
