I've never heard of dispensers in the bathrooms at high schools, but in some few cities, the nurses office and counselors, etc. have condoms available for the asking. This usually happens in communities with high teenage pregnancy rates and/or high teenage STD rates.
It is often very controvesial when implemented, and thats why it has happened in only a few places.
