Civilians have been using GPS for a very long time, probably as long as the military. Some time in the early 90s, the military allowed the more accurate signals to be used by civilians.

Probably had something to do with the fall of the Soviet Union.

When Europe said it would put it's own system up. The USA realised it would lose control of the process, so they reduced the deliberate error so that it could be used universally
