If it 'turns on and off' without getting to the boot screen, it is a hardware problem, something not seated, as vibrations from fans plus thermal cycling, loosen AGP video card, PCI card, and inserted IC chips (like the BIOS Chip).

and reseat all boards, memory sticks, power connectors, chips...
Could be a bios w0rm, in the writable portion, where CMOS Settings are stored! Pull power cord, and the button battery, press the power button, with the ac cord un-plugged, and
reinstall tht battery in about a minute.
Then, if it does the recycling after the 'splash screen', it is a Microsoft w0rm! Format with a LiveCD like GPartED on a CD that you download from http://livecdlist.com or buy the expensive Partition Magic, that is almost capable...

It could also just be a loose connection. Open up the case and push anything connected to anything in tighter.

I am having the same problem lately.Try getting a UPS.the prolem is probably the electricity or voltage fluctuation.
